The President of Kyrgyzstan signed the Decree «On support for small and medium-sized businesses.» Presidential press service reported.
The purpose of the document is to create a favorable tax climate.
The Cabinet of Ministers was instructed to submit draft laws to the Parliament for consideration, providing for:
- Reduction of the fine for violation of the requirements for the use of cash registers in terms of non-issuance of sales checks, involving the application of a penalty in the form of a warning for the first offense and gradation of sizes of fines for subsequent offenses from 5 calculated rates (500 soms) for individuals and 50 calculated rates (5,000 soms) for legal entities;
- Setting a reduced single tax rate for trading entities, with the exception of manufacturers, importers, distributors and entities selling fuels and lubricants, medicines and medical products, subject to the mandatory use of cash registers and / or electronic invoices in the amount of: 0.5 percent — with an annual turnover of up to 30 million soms and 1 percent — with an annual turnover of 30 to 50 million soms;
- An increase in the sales tax rate up to 3 percent — in case of the sale of goods, works and services to entities operating under a license and a single tax with a reduced tax rate, and up to 4 percent — in case of the sale of goods, works and services to depersonalized entities;
- Optimization of activities subject to the licensing system of taxation;
- Establishment for individual entrepreneurs, regardless of the chosen tax regime (with the exception of those employed in the clothing and textile industries, leasing movable and immovable property), the rate of insurance premiums in the amount of 6 percent of the average monthly salary in the context of regions and cities of Kyrgyzstan, excluding data on enterprises and organizations, average monthly salary of which is more than 50 percent higher than the average salary in the republic as a whole;
- Introduction of a special procedure for the appointment and dismissal of officials of the tax authorities in case of a disciplinary offense by the decision of the head of the tax authority.
The head of state also instructed to temporarily suspend controlled purchase operations for checking the issuance of cash receipts.
An exception may be cases of control on complaints from citizens, information received from other state bodies and on the facts of violations detected during holding a stimulating lottery conducted by the Tax Service.
Sadyr Japarov also obliged the Cabinet of Ministers to simplify the requirements for issuing a license for the retail sale of alcoholic products with the mandatory use of cash registers, an electronic invoice and an electronic waybill.
The Cabinet of Ministers has to extend the deadlines for introducing the cash registers in markets and mini-markets.
An exception will be made for the sale on their territory of excisable groups of goods, medicines and medical products.
By the decision of the President, the following categories will be released from the use of cash registers:
- Individuals engaged in street trade in floriculture products, agricultural, bakery products, national and soft drinks using portable counters, kiosks and stalls;
- Catering entities operating in canteens and buffets located in educational institutions.
Sadyr Japarov considers it necessary to introduce state regulation of prices for the services of cash register maintenance centers, as well as to oblige them to provide free services for training in the use of cash registers.
The National Bank was recommended to take effective measures for switching the commercial banks of Kyrgyzstan to the mandatory use of POS terminals with the function of cash registers that provide real-time data transfer to the Tax Service.
